A game that will help simulate the experience of NASA missions, including planning a mission, seeing it through launch and completing the mission. All this needs to be done while managing your limited budget given to you by congress.
This will be done through exposing the user to the various aspects of choosing a mission, securing funding for it, choosing the appropriate rocket, engineers and test facilities to support the mission. Then the user needs to ensure that everything is complete before placing the payload on the rocket. Thereafter, the user needs to ensure the rocket, payload, and range are all green before going through with a launch.
